it says that we’re able to transfer characters between different accounts with a server transfer. If so, how? I cant find any option for it in the server transfer window.
Just requested a refund for the character transfer as i had exactly the same issue. read the blue post, sounded 100% like this can now be done. Loggin in game, nothing. look on the website, nothing. very poor from blizz again.

Account to account transfers are only available on the Modern version of the game.
I can definitely understand that restrictions applying differently between versions is confusing, but the support article that explains all this is linked both in the blog you’re referring to as well as the shop page:
If you already made a purchase that you won’t be able to use, you should be able to use the self-service over here to refund it.
