I know you get 1 a week but is that per lvl 70 or per account?
Like if I have 4 level 70s, can I do the quest on each one, get 4 charges and use them all on my main?
The Quest is account wide.
So you can do the quest once per week across multiple characters, and youâll get 1 charge per Character (including future characters). You can store up to 6 charges maximum.

sorry just to clarify, if i have 4 characters, do i have to do the quest once and they all get a charge each or do i have to do it 4 times 
Yup. Do the quest on 1 char and get the catalyst unlock on the chars you have and the ones you make in the future. 1 charge per char coming week and 1 more for every week after.

Nope. One charge per character per week.
Quest gets done once per week on one character for all characters. So you can choose which character you want to do it on. My guess they doing it this way because one of the weekly quests is going to ask you to do a M+ Key and its most likely going to be a high key and not all alts may be ready to do a high key. How high the key is going to have to be is any ones guess. I just hope its not something stupid like a +20
you just need to do it once. but it can be completed account wide. So if the quest is âComplete 2 Mythic Dungeonsâ, you can do 1 dungeon on character 2, then another Dungeon on Character 2 to complete the quest. Then all Characters 1, 2, 3 & 4 will have a charge.
