The bonus shouldn’t be ridiculous extra % to quest reward for underrepresented faction, but instead:
Bonus to max health
Reduced dmg taken
Increased dmg done
Additionally:
Increase number of shards per zone, depending on how many people are currently in the zone. When balance between factions is 4:1 (current assaults) and there’s literally not a spot in the whoel assault zone not camped by 3-7 enemy faction players, you have a problem.
Bonus rewards do nothing, if it takes you 3 times longer to complete.
I don’t mind World PvP, but this has nothing to do with World PvP, but instead is just one faction being completely obliterated by the other due to sheer numbers.
What’s actually valuable is time. And I can complete assaults and quests usally ~3 times faster on my horde toons, compared to ally toons. Simply, you always have 2-3 players more for every rare you need to kill, you get PvP bonus rewards just swiping through the ground and doing dailies and treat allies as extra quest objectives, 'cos at every time theres several of you per every single ally.
I guess it may be different from realm to realm, but this mechanism should work both ways. There’s no reason to incentivize participation by higher rewards, because it doesn’t fix the core problem of not being able to fight back.
You already get extra dmg and healing as reward for WPvP participation via the assassin buff. Damage and healing increased by 15%. Bonus to hp as well would be op imo. Gear up to get more hp and/or use buffs.
Shard manager already spawns new zone shards as required. Ofc sometimes a shard may be in progress adding more players to it, or an lfg group is in the zone. But even if shard is balanced 50/50, one particular spot could still have 10:1 ratio. It just depends on player distribution within a zone, which has always been a feature of WPvP.
At times there could be PvP delays to questing, at other times you may not be attacked at all. The bonus is compensation on average.
World PvP is anything goes. That means anything. An opponent with superior numbers is part of anything. It’s all WPvP. The shard manager usually keeps it within reason, and you can form a group and/or use ld chat to retaliate.
If time is a factor, turn off War Mode. Turn it on for PvE + PvP, or just for WPvP. Expect delays, if no delays that is a bigger problem.
There are no realms in War Mode. Only RP WM or normal WM.
The reason for incentives is to get more players into War Mode, which makes it easier for the shard manager to balance the shards. The bigger the pool of players, the less likely to be outnumbered or not find enemies.
It is a PvE game mode with PvP tacked on, a harder version of world PvE. There’s a spectrum of players in WM from PvE to PvP. So, PvE rewards make sense for the PvEers, and the PvP damage/healing bonus is for the WPvPers. Works out.
It’s a multiplayer game. You fight back by grouping up. You can try and solo WM, but at times it will be easier to join or form a group. Same as other modes in the game.

that depends on how you have calculated your time needed to do x.
that is counter to your talk about incentives, if numbers are a strat then there should be no incentives from blizzard itself to favor one faction(not saying that is the right thing but your opinion on incentives and WM about numbers is opersets)
