My battle.net account and my home country is the UK, England to be specific. I mostly play WoW and occasionally some OW.
I’ve been in Canada for the last 15 months and it turns out I will be here for at least another 5 years - if I submit a ticket to change my registered country to Canada, how will this affect my billing?
I currently still pay in GBP from my UK bank account, will I be able to pay for my EU WoW account in $CAD if I make this change? Will there be conversion fees involved or will I pay the local rate ($14.99 CAD monthly) direct from my Canadian bank?

Sounds like a great adventure. We can definitely update your country and I hope this wall of text answers your questions and more.
World of Warcraft game time is region specific and separate from your Battle.net account’s registered country with a small caveat that will affect you. GBP is only used for accounts with a UK address and then defaults to Euros for other countries so updating your country to Canada will change your game time to Euros.
However the Ingame Shop and anything that can be gifted through the Battle.net Friends list on the website will be listed in $CAD. Just also be aware that it is not possible to purchase a WoW Token cross region though the shop. You can buy a token off the AH with gold and use it for Game Time but not for Battle.net Balance.
Conversion fees would be a question for your bank but I would assume normally they would have to apply in some way. We simply charge your payment method directly in the currency listed.

To further expand this, if paying by credit or debit card the conversation rate without fees is not the same you see on sites like XE or other currency conversion sites. Credit card companies like MasterCard and VISA use slightly different rate. You can find their currency rate calculators for their respective sites.
Obviously your bank may also charge extra fees so check with them as well.
PayPal can also do automatic currency conversion but in my experience it is usually worse than what the credit cards do. Obviously it is handy if you return the item for refund later on so you get the exact amount of your currency back even if the rate has changed but that is not really applicable to WoW subscriptions.

Im also from Canada, so I can relate… One further thing to keep in mind is that tokens can only be bought/redeemed for balance in the region that the currency belongs to, for the CAD its the US region meaning it is impossible to buy tokens on EU wow accounts if the currency is set up as CAD, and if you buy any with in-game gold you can only redeem them for 30 days game time, there is no balance redemption as the 22$ cad redemption only applies to US region tokens.
Also there are no sales taxes on foreign digital purchases in Canada, so you dont have to add to the price you see on the shop like you would for normal physical purchases.
In general I find CAD better mostly because im set up with Canadian banks and not Euro banks, but also the prices are slightly cheaper (though its negligible, but def noticeable when you dont have to add conversion fees).
TL:DR: if your set up with Canadian banks, I would recommend switching especially if you make supplemental purchases that aren’t game time related, if not its probably not worth it. the price difference you’d pay by paying GBP or EUR for your subs is really not that much if it both has to go through the same currency conversion.
I really wish blizzard would allow you to buy subscriptions via your home currency even if out of region because your not really saving anything, but I have found buying gametime codes on ebay to be just as effective (and sometimes cheaper) workaround for gametime.
EDIT: also the local rate in Canada for a 30-day subscription not that it matters is 18.99$, 14.99$ is the USD rate
