Is there a way to change the size of the in-game pointer cursor ?
Yes. Just go to accessibility options.

Accessability otions in the game-menue provided by Blizzard, or in windows 10/11 ?
Both would actually work, but if a substantial change in cursor-size is desired it may be best to just directly alter it within the internal game settings. The following command may prove helpful:
/console cursorsizepreferred X
Please replace X with a value between “-1” and “2”. 2 is the biggest possible variable via this setting, while 0 would be the default automatic preset.
