Change to tier pieces

Hello,

why do heroic shoulders for instance require having the normal ones first. The only way to get them otherwise is to get a token from Ala´kir.
With the changes to the valor cap its possible to immediately jump into HC raiding, so this requirement should be changed.

They don’t require normal item. Only pants, gloves and chest require normal item, shoulders and helmets require just boss token.
