Changes to the Speed Stat

Hi, I’ve been recently tinkering with a speed built character for farming transmog. I was going round Stormwind and suddenly, my character slowed down to bellow they’re able to produce. My question is really, has there been an issue with tertiary stats breaking hard limits. (Such as speed) That just got a live fix. Or was this someone believing that some kind of skullduggery a foot, and hitting the report button.
