Changing the "Power bar widget" (Vigor Resource)

how can I resize or clean up this bar? it’s the bar that appears when you mount a flying dragon in the new zone and has 6 vigor circles. The bar is huge and has tacky gold ribbons on it. I need to make it smaller and cleaner.

I have not found a weakauras or addon to do this :confused:
