If you have a character already created there, then yes!
Depends. If character creation is locked, then you can only do it, if you have characters there already. If character creation is open and only transfers are locked, you can do it in any case.
Not on Thekal or Jin’do, but if you can make it you can boost it, excluding DKs.
Can u open Charakter Boosting on Thekal?
