My New Shaman has all slots ilvl over 460 but my main ilvl is 447, what am i missing? thanks
You sure all slots are equipped?
For example are you not missing something in your offhand?

^^ This is the most likely cause with a discrepancy this large, an unfilled slot.
If we could see the shaman, we could probably say what the actual cause is in 30 seconds or less 
It’ll be your 366 iLvl Belt & 421 iLvl Trinket & Shoulder. Did you boost the shaman? Newly booster chars are given higher iLvl than before for catchup.
