If i have maxed out my 60 character limit on retail with max level toons, can i even play when it comes out?
If i need 13 character slots for each class to get their sets?

You can buy all sets on any single character, and unlock it, you dont need 13 of them.
there are specific class set vendor aswell, seen it on the ptr, so i am unsure?
With the Dark Heart patch, we will increase the maximum number of characters that can be created on a WoW account from 60 to 65.
