My bank returned my payment for some reason. I followed up with an email and made the payment via PayPal immediately afterward, but my character has still been locked for more than 24 hours up now.

Sorry to hear that you encountered an issue with your payment, and that your character was locked.
In case of a chargeback, you should generally be able to repay for the service, in the transaction history of your account. You can find more information here:
As you noted, payments can take up to 24 hours to be processed. If it has been more than 24 hours, please do open a ticket and a game master will be able to double check what happened.
