Character stuck service not working at all

Whenever I try to log on just one of my characters (Greymalkin - WILD Growth EU) it says World Server down, but only for him, I tried using the blizzard Stuck service but it did not work and keeps telling me

and told me to send a ticket to support directly

No because the support site keeps sending me back to the stuk character service

Isn’t world server down error to do with a login error not a stuck character?

Do a full PC restart, not a shut down and start up, do a UI reset, and wait an hour. That cured mine last time it happened.
