Chromie Time Dragonflight - Quests unavailable

Good morning, this is going to probably be a strange query.

I’m thoroughly enjoying my new Chromie Time exclusive character that I have exp locked at level 63, I have completed all 4 zones in Dragonflight of all quests that I can find, I’m trying to locate the quest Hidden Legacies which starts the Forbidden Reach area unlock and quest chain so I can enjoy that, however it appears that Forbidden Reach, Zaralek Caverns and Emerald Dream aren’t available for my poor level 63 character and according to WoWhead the quest Hidden Legacies requires level 70.

If I was level 70 however I’d be swiftly removed from chromie time and not be able to experience the game as I want too, is this an oversight or intended? because if it’s intended then it’s a shame and I’ll have to wait for the level cap to raise and chromie time level cap to raise over time.

It was max level content back in DF so it’s still level 70 now, there isn’t really any oversight.

Only instance I know of that content level was lowered is Mechagon island for reasons I don’t know.
