Is it possible to use Chromie time on a starter edition account?

I don’t see why not. Lvl 10+

Just don’t put too much faith in that dragon gnome.

Not as far as I’m aware, a fully new account that’s F2P is stuck in Battle for Azeroth. https://us.battle.net/support/en/article/275056

So it’s not possible to level up a character to 49, then exp lock it and do all 8 expansions on a starter edition account

Starter accounts/No sub are locked to lvl 20 no?

Meaning, every char above 21 is unplayable.

You need to get a character to 50. One character. Any character.

Then you can use Chromie Time on any other characters you make.

If this is for yourself, your Starter Edition WoW account should already have that unlocked, because the achievement is Battle.Net wide.

P.S. Would you really “do all 8 expansions on a starter edition account” on one character? I suppose it’s possible, but I’d much prefer one character per expansion.
