I have two issues with Chromie.
I created a new character and did the island. In Stormwind I walked to Chromie and selected Legion for leveling. I got the quest to meet a guy in the harbor. I walked there but there is no one on the quest marker position. Looking around it looks like I am still in the BfA time. I walked back switched to current time and back to Legion. Nothing has changed. I repeated that 3 times, logged on off, all addons disabled with the same outcome. Hence, I cannot level in Legion.
Second issue: I logged in to my level 23 Druid. Walked to Chromie select Legion again. Went to the harbor. The guy is there and it looks like I am in the correct time. I skip the Legion intro and have been ported to Dalaran. But there is no quest. After few minutes the guy from the order hall pops up and gives me a quest for the order hall intro. After completing that get the port to the order hall and get 1 new quest for my artifact weapon. No other quest. I accept it for Balance weapon. In the quest I get to the point were I need to interrupt an enemy to continue. The needed spell is only available after level 26. So I am stuck and cannot complete the quest. I port back to Dalaran planning to level to 26 and continue later. Unfortunately, I don get any other quest neither in Dalaran nor in the order hall. The mission table there is not activated. So I am stuck.
Any solution for this?

I had same experience except i never started anything related to Chromie. Just took the Legion quest from board in Dwarven District. Went to harbor to deliver quest in and at that point i would have had option to “i have seen this before…skip…” but i clicked through fast and i completed quest instead. I was phased then and no follow-up quests, no npc’s related to starting any quest near boats etc and no main quests in map. Other than going back to board and choose something else.
Edit: So i went to chromie and activated legion timeline. Now i have quest “Onward to Adventure: Broken Isles”… It’s just not telling me how i can get to Azsuna. I checked all portals in mage tower earlier, maybe they’re different now…?
… Nothing happens in Wrath of the LichKing Dalaran at least, it was only relevant portal i could take. Also no portal in SW keep.
Had the same issue with the artifact quest. Disabling all addons made me able to push the Solar Beam button in the quest tracker while targeting the Dark Rider even though I didnt have Solar Beam (I was lvl 12 at the time). Finished the quest and got the artifact weapon only to find out that I was missing the Dreamwalk ability (the ability to teleport to Dream Grove). I’m now forced to walk to Val’Sharah from Dalaran to enter the druid portal there, since I don’t have any flight paths from Dalaran.
I went to BfA’s Tiragarde at level 10 eventually, it’s been smooth from there on. Sadly there’s no portals to Legion direction either.
Have you tried disabling all addons or, even better, resetting your UI? That’s worked with quite a few Chromie time problems.
Ok not sure if that was it but after disabling addons and going back to SW i found the quest at harbor. This time i chose the “i’ve seen this tale before…” and got ported to Dalaran etc.
In my case all addons have been disabled from the beginning. For my new character the issue seem to be that time does not switch when selecting Legion. I am stuck in BfA.
The cause of the problem could be that before I went to Chromie I accepted the BfA intro quest which popped up when I landed in Stormwind after the island. I went to the king watched the cinematic and then went to Chromie. Selected Legion canceled the BfA quest.
