I recently made a Rogue and did Exile’s Reach, after that I initally skipped the Tour of Orgrimmar quest and went straight for BFA content, and have been levelling till lvl 22 doing quests in Zuldazar…
Just now I’ve gone back to Orgrimmar, to do the tour and the following quests up to and including meeting the Warchief, but Chromie is still telling me I need to finish the Tour of Orgrimmar and meet the Warchief, which I’ve obviously just done.
I’ve tried relogging without anything happening, she keeps telling me to do the Tour and meet the chief.
I don’t know if this will work, but it has for some people. See if Warlord Breka (npc from Exile’s Reach) is in the throne room. See if she offers to talk to you - if so, tell her you’re already familiar with Org and you’ll be released from the tutorial. After this, Chromie may talk to you.
Another thing that’s worked for others is to use a portal to another city then portal back to org or walk out of Org until you’re no longer in the Org region. At some stage, these might tell you you’re leaving the tutorial. Agree that you are and, again, you may be able to talk to Chromie.
These have worked for some but not for others.

I initally checked that explanation when encountering the issue, but I’m 4 chapters into Zuldazar so I’m definitely way past that checkmark.
Regarding Potal trick I’ve been to Zuldazar and back again a few times without any luck.
Just tried running out of Orgrimmar but that also did nothing for me.
I don’t know but I think it might be because I skipped the Escort to Stables part initially and went straight to Zuldazar to do BFA quests and then only just came back to Orgrimmar to finish the tutorial/tour of orgrimmar now
