I just got this character to 61, minutes ago, but got kicked out of chromie time. I thought it would be increased to 70/71 with pre-patch? Or is that when the expansion launches?

So, I found some topic on the US forum that mentioned that you still could queue chromie time, but through some various dialogue options (at chromie) which I tried.
Turns out chromie time is still available. Sort of. I tried the cata/classic option and did a dungeon. The thing is, I got de-leveled to 30, some of my abilities where grayed out with a lock on them, despite me having the talents for them. And I barely got any XP for doing the dungeon, maybe 1/3 to 1/4th of a total level.
I flew over Elwynn/Westfall and all the mobs were lvl 30 too, so I dont think questing is much of an option either (for now).
scaling is broken once again that’s why you’re having all those issues
