floor and walls blinking not much but noticeable. turned back to dx11 working fine, MAX graphics @ 1440p 290 frames
i know its dx12 as i went through each graphic setting till the flashing stopped.

Just what i was looking for, i have a really high end pc and new drivers, i play on Cata servers and its the same problem, walls/floors blinking, its just annoying because in my “muscle” memory something happens when something blinks so it actually effect gameplay.
It started happen after the “HD update” that just made everything more ugly actually but w/e.
Will try this solution, hope it helps
