Cleanse Toxin not going on CD

For the last day I noticed that my Cleanse Toxin doesnt trigger its cooldown when I remove debuffs in Prot spec.

But it does, obviously I know that it doesnt go on cd when it doesnt remove everything. But thats not the case.
