I’ve come up with a theory that another Manuscript might be conflicting with its drop.
It would explain why people that have like, none, can get this one without issue, and others that have a lot of them, can’t loot this one.
Basically a flagging issue.
Wowhead comments seem to point towards this being the case as well (one guy even got a seperate bnet account and got it that way)
My suggestion is to bring a friend/guildie (that has very little manuscripts) along to your kills and see what happens. Just tell them to not learn any other Manuscripts.
If we can confirm this theory, I think a fix is more likely.
I did try the seperate - totally clean - bnet thing - got every other manuscript Rotknuckle and Blightfur drop within 2 or 3 kills, one or two multiple times (before I learnt them) .

It finally dropped yesterday for my Altdruid,who just wanted to skin the Mammoth.
They either fixxed it or skipping(flagging it done from the Npc) the entire Azurething for the new Blue Dragon Questline for the Tarecgosaskin unbugged me for that Char,which would be weird since my Maindruid has had all AzureQs done and never got it with obv. more kills.
Maybe for someone its worth a try (and yes i am sure i was bugged not just unlucky didnt do anything in s1 at all since it took my entire gametime camping there with multiple chars and those horrible spawntimers)
Edit: ok nvm i didnt see the updated hotfixes since its more important to spam about future patches, Fixed an issue that prevented the Drakewatcher Manuscript for the Cliffside Wylderdrake - Black Hair customization option from dropping in some circumstances.
