The design of the hunter in sod is 4 dps types.
Melee dps+pet
Melee dps without pet
Range dps+pet
Range dps without pet
With the new design types,
Cobra slayer does not fit in the chest rune ,because its a must rune for melee dps , but it is in the same location with the lone wolf rune, thats why melee dps without pet design cant be used.
My suggestion is
Swap cobra slayer rune with beast mastery rune , with this change hand rune choices will be , melee aoe (carve), range aoe(explosive shot) ,melee single target dps (cobra slayer) ,range single target dps (chimera shot) and this will be much more balanced.
in the other hand, beast mastery rune will be a very weak choice compared to other chest runes , my suggestion is , merge beast mastery rune with cobra strikes rune. With this change , cobra strikes will be work much more better with cobra slayer rune and this will be much more balanced.

Survivability (Melee hunter)
Marksmanship (shot abilities and runes)
Beast Mastery (pet abilities and runes)
You are offering to put 2 pet abilities into the same slot, making them mutually exclusive, which does not make sense because they belong to the same spec
Brother, specs are still in the game and are even more defined than in Vanilla. They offer conceptually different gameplay centered around different features and ideas. They are the types of hunter that have always been and will always be.
The class design will be constructed around these 3, not around whatever the DPS meta is among the top-5% minmaxers in this particular build of classic+ open beta
