Coffer keys locked on sir finley

ola i have enough delvers journey xp but coffer keys still locked at sir finley why?
system doesnt let me add screenshot

I got the delve journey maxed out myself, keys are not locked for me, but they are no discountet 50% as it says that the last perk would give - super weird. Any solutions?
