They removed the “1 Day Cooldown” or its a bug? You can use this toy every 30 min - 1 hour now. You dont see any CD on its logo/icon.
Only for Hallow’s End. After that the 1 day cooldown will be back.

I believe when the transmog competition is active we also get a reduction in c/d on that item.
