RESOLVED: Oh nvm, seems that the starting area is a no fly zone…
I sent the book to my alt and learned the skill but I still cant fly in northrend.
Wotlk classic issue.

My alt is is lvl 70 dk and I can fly in tbc areas
You have to move out of the starting zone and then it should work for your alt.
Yeah unfortunately it’s Cataclysm that introduced flying in Kalimdor and Eastern Kingdoms. It’s so funny every time I go back and find I can only use ground mounts 
“cold weather flying” is northrend only. cos it’s cold there, well mostly.
