Can the book be sent to an alt on same account but another server?

What about other faction alt?

You can with heirlooms so no idea with Cold Weather Book, haven’t tried.

Yes you can i just did. Sent from my lvl 80 to my 71 warlock from mograine to my 71 warlock on Golemagg, tho this is weird tho! It says account bound, BUT i cant send it to my alliance character. This should be doable if its account bound right?
