Maybe it’s to do with the number of people. I don’t do the quest the first day as there are too many people to do anything. I’m on a small realm so, after the first day, I’ll normally get offered 9 or 10 tasks. The whelk one has never worked for me so I ignore that but can get my 5 from the others.
You stated as unequivocal fact that you had to do tasks specifically assigned to you in order for the quest to complete. That is wrong.
That is however the way the quest works in my experience as well. I have not yet gained any quest progress without having a task assigned to me personally. Stomping on hermit crabs or throwing back fish doesn’t even trigger a quest outline (or make the fish clickable) when I’m not tasked to do so.
What I’m assuming might have happened to you is that you just did things that also happened to become tasks for you “over the course of the feast”, which is why they “eventually completed”.

I’m sorry but no, it’s still not wrong. As Semmelmonarc also said:
You just got actual tasks, most likely. If you got “Yes Chef!” that’s a task on the action button by itself.
Today, I was actually able to complete the quest, got 4 tasks (“Yes Chef!”-s). Addons were all turned off just in case, so I’m not sure if any would’ve interfered (but probably not). One thing I noticed was that before I got “Yes Chef!” the event objective indicator with the remaining time on the right side went away and appeared again, than I got the action button with the chef’s hat. Not sure if Blizzard actually did something to periodically reset the event so it gets distributed to people more often or if it has been working like this before and I just got lucky this time…
Any others who had terrible luck with tasks now getting a lot more recently?
