Do I still need level 4 weapons or it’s doable without it? Also, I can’t really find any way how to grind some artifact power for weapons. Hmm, world quests are giving only leveling exp and gold, that’s it.
You simply cannot level artifacts anymore, so no. All you need to do is deal with the underbelly and pray that you won’t get the rat before you get the artifact skin
