I ended up asking a blue to be sure on the process because of contradicting answers.
Basically they said that the current account is indeed NOT eligeable for RaF as it is older than 30 days.
However you can use a new WoW license, under the same account, to use the RaF on. Essentially this creates another WoW account instance on the same log in account, if I understand this right.
