Confused with blackout kick

Im puzled. I dont see any talent changin any ability, but still first i had an attack that costed 3 chi and had no cooldown(Dont remember the name though). Then next i know i suddenly cant attack with one ability and some inspecyion turns out i now have blackout kick here which has CD and requires a weapon(Kick nthat requires a weapon BAH!).

Anyway. What did i do. Suddenbly this cd makes combat on my BW feel very slow compared to what it used to be. Is this some new thing that im forced an ability change on level up instead of choosing it in talents or something?

EDIT: After some more googling, i think it was blackout kick to begin with, but did it start needing weapon or something or is my head just spinning around, propably the head thing

Blackout Kick changes depending on the spec you play.
Mistweaver has a 3sec CD, but no chi cost and low mana cost.
Brewmaster has a Chi cost and a 3sec CD.
Windwalker has a Chi cost and no CD.
It also changes based on Level, starting out as costing 3 Chi, then only 1.
