by default vulpera.
but that goes for every class that can be vulpera
to be more seriers, the vulpera has great looking totems, same does the iron dwarfs, the male troll build just looks great for a shaman, both taurant races looks great to if they are your style.
humans, female troll, zandalari trolls, humans, both dwarfs, vulpera and goblin builds dont really work for shaman in my opinion it does just not fit the spiritual leader of a group and dont fit the master of the elements.
again that is only my opinion of it.

Draenei on Alliance and Vulpera on Horde. No more sentences needed. Both have good looking totems and nice casting animations.
If I should choose one more, I would pick female Troll. I have always liked them.

P.S. try finishing the balance of power achievement for the weapon look, also Nighthold Mythic set looks a bit cooler than the PvP set, not sure which one you’re using.
Draenei look the best to me personally (both male and female), but apart from them I quite like both the Zandalari and Magh’ar Orc totem and (model) looks. It’s a shame the male Orcs have atrocious casting animations, wish Blizzard would refresh them, particularly the upright versions.
