It’s highly annoying and demotivating to be permanently behind on cloak resistance past lvl 15. It literally keeps me from playing my alts in higher content (M+ and mythic N’yalotha).
As per usual blizz will probably identify this issue about 2 weeks before the Shadowlands prepatch when it’s too late.

They did a hotfix to increase the rank 4 paragon RNG drop chance yet they can’t do a hotfix to make the +3 corruption give more for people who are behind.
What a joke. They just don’t care.
Isn’t it obvious?
The current Blizzard strategy is to make the game only playable on mains and thus dissuade players spending too much time actually in-game (maybe it a server issues).
Id take their suggestion and just un-sub until Shadowlands.
