Cosmetic items can no longer be equipped

so since patch 9.1.5, cosmetic items which previously were wearable (all holiday dresses and other items, for example all Darkmoon Faire replicas) can no longer be equipped.
If you are a roleplayer who has collected many of these dresses and suits and whatever for various occasions, you can no longer wear any of them.

PLEASE tell me this is a bug.
It’s one thing to keep players from transmogging a nice looking suit or dress.
It’s a whole other to make them unable to equip a physical item they have had for years, and probably grinded for, and make huge collections completely worthless.
Since this extends to Darkmoon Faire rewards, this cannot simply be an issue with “we don’t want anyone to wear a holiday item ever outside of the holiday itself”.

and on a sidenote; there are still roleplaying guilds out there, some of which use the items in question as their guild uniform.
Surely this cannot be an intended change?!

There was indeed a change made to how this works with the patch, and cosmetic items are now consumables similar to ensembles. You’ll find the change under Items and Rewards here:

With this change, many a collection will be made unusable because the items cannot be transmogged most of the time (or ever, in the case of the darkmoon faire replicas) even if they are in one’s collection.

This will have a huge and detrimental impact for roleplayers. I cannot begin to fathom what this change was for.
