I finished the Battle for Broken Shore and arrived Dalaran. However, I couldn’t find the campaign taking me to the class hall. Is that because the NPCs in Dalaran are busy due to 11.0 patch?
Is this on the character you;re posting on? a Level 70 Evoker?
There were no Evokers in Legion, so they don’t have a Class Hall campaiign,

I would have sworn that Legion also had a tracker for Dalaran. Maybe it got messed up?
Try using Zen Pilgrimage.
Thanks for your help! It’s my first time in Dalaran so I’m sure I didn’t complete any quests.
Zen Pilgrimage just took me to Shrine of the Ox and nothing happened…

With the patch, Blizzard seem to have turned OFF lower-level (“Trivial”) quests on all my characters. Maybe this has also affected you.
At the top right of your screen, above the mimimap, there is a small strip showing your location. On the left of that strip is a button - which doesn’t much look like a button. It opens the Tracking menu. Open that and tick Trivial Quests. Does anything new appear?
I’ve already turned on this option (and warband completed quests as well), and I can see some trivial quests.
I think the campaign quest should come from an NPC following me called Initiate Da-Nel, but this guy is not showing up…

If Initiate Da-Nel doesn’t appear next to you in Dalaran, make sure you’ve selected an assault point.
Now, that doesn’t make a lot of sense to me, since AFAIR you getto your Class Hall before selecting any of the starter quests, but maybe it means something to you?

I think so too. I did this campaign years ago (another account, so it doesn’t matter), but couldn’t recall the details…
The only reason I can imagine is Khadgar is busy now 
I can see him in the portrait room instead of the violet citadel.
No, My monk is not boosted, though it’s new. But thanks for all the suggestion ,will give a try:)

It Is Known that the Rogue Class Hall is bugged siince 11.0, but I can’t find anything about Monk.
If completing the Harbinger chain doesn’t help, I’m out of ideas, sorry. I hope someone else has an idea.
I’ve already just completed the harbinger quest.
And by the way, I got a quest called “calling of the council” after talking to Elysiana. Not sure what this means, but hope this works!
