The Eastern kingdoms loading screen looks very outdated at this point, Considerin gboth Varian and Sylvanas are gone now

Need to put the new forsaken leader there and also the new ruler of stormwind.

Yes she is. She’s in the MAW getting souls and searching for Nathanos.
You don’t think Anduin, who has chosen to remain behind in the Shadowlands isn’t going to go down there and have a chat with her and carry on with bringing her back to the old Sylvannas like he has started to do this expansion.
Her story is far from over. It just might be out of the lime light for a little while.
Which new ruler of Stormwind? Turalyon? You think he’s the new ruler of Stormwind? He’s nothing but the future end boss of an expansion. I imagine they’ll start building the storyline during Dragonflight, and it will be the focus of the next expansion as Anduin returns home to save the world and become the Hero King he deserves to be.
If there is one thing you need to remember about the story in this game, it all revolves around Anduins progression, because he is the central character of the story.
I agree. It could do with some new art. Perhaps some generic members of the races rather than faction leaders. Although if you fit all of them on there it starts to feel like the beginning of a joke…

The loading screens has always been for the leaders of each faction in Kalimdor and eastern kingdoms.
Both Varian and Sylvanas are gone from those roles.
So time to update them.
