Pedantry aside, why should I take you? What makes you any different from any other the other random faceless people signing up?
Get a guild. Run with friends. Run your own key/raid. Thats the only way for you to avoid this issue entirely im afraid.
Pugs want a smooth experience. They dont want to progress a dungeon/raid. So they will invite whoever they believe will make their run the smoothest. As a Tank youre basically a save bet unless your ilvl is far too low because of the lack of tanks. Healers are more present than tanks at least for raids but still sought after and somewhat rare.
And now we come to the DPS role. There are, at least, something like 50 bazillion dps signing up for a key/raid the very second its listed. And you have to compete against every single one of them for one of the dps spots. The odds for you to get into a pug as a DPS unless you bring something really desired to the table (be it a lacking buff or just raw damage because of ones gear) are more than just slim.
Join a community.
Both Dungeon Dojo and Scared of Dungeons have very good reputations.

What Puny said above - discord is totally optional in SoD community, ive never used it in the 4 or 5 years ive been with them. We just go in, succeed together or totally fail together - its a great fun community
You can always get crafted gear and get to 400 ilvl easily so you get invited.
Ilvl will often not be the answer. I create one of two raids usually:
- My rat-alt wants his weekly boost: I bring only 4-8 mythic xp’d players to do Heroic (or 3k+ m+ score). Why? I want a fast and clean run, where I know they can do it blindfolded. Also, bonus is when they bring their big pumper friends that always show up to push some logs.
- Meme HC run. Where I bring anyone based on any factor I feel like. Funny name? Invite. Funny note? Invite. I want to create a full druid raid? Invite.
I don’t expect it to be cleared even, it is all about having some fun.
My point being, ilvl is not even interesting compared to raid XP and good log performance. Do I bring the grey logger with 410 ilvl, or the ilvl 400 with 95s? Easy choice. Now what if they got no logs? Well, I politely click the decline button if I am going for a clean run.
The only time my eyes go to their ilvl with lust and longing is when they are at the 420+ ilvl mark, yet even then I do check the logs. You will be suprised how many high ilvl people do negative damage in this game.
So, to the OP, there is no way ilvl will fix the issue. Only the myriad of repeated solutions as create your own raid or join a community/guild will be a fix to get more easily into a raid.
TL:DR - ilvl does not matter as much as one would think.

That too. Until a certain key level you’ll almost automatically get an invite, based on gear. I think that you could easily go up to 15s with 395ish, OP.
Buuuut, this begins to decline in very high end keys where the meta will dominate (where both protadin and warrior are OP for their utility), because of that, and the low number of very good meta players (after all, the raw DPS will dominate everything at that point, to time the key), the advantages of a tank will dwindle.
Demand for DPS will be higher at that point, at least according to what I’ve seen, but correct me if I’m wrong
Still, being a tank is an almost surefire ticket into 15ish keys with this ilvl for your weekly if you know what you’re doing. No spec is that bad, especially not tanks (not even bears which are said to be bottom), to be unable to clear them on time.
Aka boosterinos (we used this funny expression in a former guild… we carried lowbies with weaker gear through ICC). Or could be certain casuals like me, who don’t minmax their rotation to the end but manage to grab a lot of good gear from vault with sheer good luck.
Again… skill matters.
