so upon reaching renown 80 with a covenant, all the covenant’s mounts, toys and mogs become available account-wide.
However, the overall mount counter in the achievement section does NOT go up, which means mounts from different covenants, although now being all usable on ONE character, do still not count as being useable as far as the achievement is concerned.
Is this a bug, or intended?

I’ve not had that problem. I’m 80 with three covenants and 70 on the last but all mounts i recieved from renown rewards and purchased from the renown vendor have counted immediately for me. I’ve not needed to hit 80 renown before they count.
I’m talking about mounts counting towards the collection achievements (Mountacular, etc).
It would be quite weird if your covenant mounts counted toward that before reaching 80 renown, as they wouldn’t all be usable by one character.
All the people I’ve talked to who are watching their mount counters like hawks said only one covenant (the one which had the most mounts for them) counted, and when they hit 80, no more mounts (from all other covenants) were added to the achievement counter.
There have been threads about this both on EU and US, but not one official statement whether that is intended or not.

I can definitely understand your frustration as these achievements have been causing a fair amount of confusion for some time.
I’m afraid I don’t have any specifics for how the covenant mounts are intended to be credited towards this, but you can find all the info support can offer on this here:
Outside of that your best option would be to work with other players and compare your findings (sounds like you are already), and of course if you conclude that something isn’t working as it should, don’t hesitate to send a bug report with the details.

I have had the achieve on my tracker since i started doing the other three covenants and the mounts i have received both from renown awards and those bought from the renown vendor have immediately counted on my tracker as i have recieved and learnt them.
I have not had to get to 80 renown before they count and even when i switch to other convenants and the mounts become unusable because the related covenant is not yet 80 renown, they still count on the achievement (the number does not decrease for example).
I agree it’s weird that the mounts count despite the “Usable by one character” … but at the point you receive them, for example you buy it from the renown vendor, it is usable as yu are active on that covenent. They only become unusable if you switch and hadn’t reached 80.
Maybe you have a bug, all i’m saying is it does not effect everyone if that is the case

that leads me to think that for the people noticing the counter does NOT increase when buying a new covenant mount, it is indeed bugged.
It might be affected by which character(s) you buy the mounts on, though. Meaning if you buy all of them with the same character, while switching between the covenants, it could count differently than if you have 4 characters, one in each covenant, to buy the mounts with.
From what I’ve seen, people who did it like that did not get an increased mount counter for their collection achievement, but hoped it would increase once the mounts would be made accountwide with renown 80.
And that was not the case.

Interesting thought about what characters you receive them on possibly making the differance. I’ve only ever played this character since vanilla, so all the mounts i have received have been just on one single character, no alts. Maybe that’s why they counted for me
Hopefully it will get fixed soon… i can only imagine your frustration! I remember having a simuar bug with the reputations achievement where my tracker would not increase. Hardly anyone else seem to get it but me. Despite having over 100 reps, it was stuck at something like 13/100. Finally it popped one day out of the blue when i logged in, about 6 months after i had reported it!
