It’s currently obtained when fighting Zul according to WoWhead.
While fighting Zul on heroic difficulty, you need to HS, his percentage doesn’t matter, all that’s needed is that he dies and you obtain the tome.
Muffinus has confirmed on twitter this isn’t the intentional way to obtain it but it is currently the way to do it until they fix it.
Them putting a taming manual behind a heroic raid is insane. What is wrong with Blizzard?! They are making bad call after bad call.

I don’t understand their reasoning behind this either. They know most of their players don’t do heroic raiding, why lock something like a new entire pet family behind heroic difficulty? This isn’t reasonable.

what a joke this is, they actively keep saying it is a secret when in fact it is one of the most obvious sources of a drop that would be discovered half an hour after the servers got up
all those disappointed hunters actively wasting their lives looking for hidden clues when some clown forgot to enable the drop server-side in the first place
this obvious time gating is disgusting and company’s quality assurance team is one big joke, if there is any
well most likely a bug that heroic thing, as they even said it aint intended to get it that way, so lets wait and se how it goes.

As it is right now, for anyone reading -
You just need to kill Zul in Uldir on normal difficulty or higher. Doesn’t have to be heroic (although it can be, mythic too) and no need to hearth in the middle of the fight.
Can confirm, killed Zul last night, it dropped. No HS required.
