Can I obtain this achievement without doing pet battles?

Totally. If I recall it right there is not a single pet on that list that must be caught in the wild, all of them are either buyable pets or they have to be farmed.

I redact what I have said, there are a few in the open world, but they are extremely easy to catch.

I think 4 of them are wild captures.
But yes, you can do the achievement without those technicly speaking (you only need 20/26). I wouldn’t recommend it though, as the Pet Battle ones are exactly the easiest ones.
You can do it without a single pet battle, but then you’d have to get some pretty pricey TCG cats.

Spectral Cub is not obtainable,
There are 5 pet battles cats, so total 6/26
What about Xu-Fu, can I get him without doing a single pet battle?
No he’s a reward for the Celestial Tournament, one of the harder Pet Battle challenges.

Any particular reason you want to restrict yourself to not getting any through Pet Battles ?
I don’t like
lays it all out with tables and everything. The answer is no, but if you are willing to part with some gold and cash, not much pet battling is required to get the other two.

i collected brightpaw, cat, cinderkitten, darkmoon cub, fluxfire feline, mr. bigglesworth, orange tabby cat, sand kitten, siamese cat, snow cub, winterspring cub, bombay cat, calico cat, cheetah cub, cornish rex cat, feline familiar, panther cub, sapphire cub, silver tabby cat and white kitten.
im not a huge fan of pet battles myself. i caught the easy ones and bought the rest off the ah when it was cheap and/or available but Gráinne linked you a good overview as well.

People like titles? It’s not different than collecting mounts or pets.
Anyway I have my Timelord title I don’t need any other one.

Yea indeed, it’s usually for the title.
I see there was 5 wild captures, i overlooked the boringly named “Cat”.
I’d say the easiest way to get the Achievement and Title now, with no prior progress would be:
Work on the [Raiding with Leashes] achievement (farming raidbosses for pet drops) to get: Mr. Bigglesworth.
Do the Strangletorn Vale questline to get a: Panther Cub.
Collect the 5 wild pets by Pet Battling: Cat, Fluxfire Feline, Sand Kitten, Snow Cub and Cheetah Cub. I think you can find them all easily and at level 13 or below, but i’d still say make sure you level at least 1 pet to L25
That puts you at 7/20 for the Achievement so far.
Then there are at least 12 others that can, with the help of a friend, be temporarily-traded, in order to credit them to the achievement.
Black Tabby Cat, Sapphire Cub, Winterspring Cub, Orange Tabby Cat, Bombay Cat, Cornish Rex Cat, Silver Tabby Cat, White Kitten, Feline Familiar, Calico Cat, Siamese Cat and Darkmoon Cub. Many of these you could also easily collect yourself, but some will be costly or time consuming (and imo if you’re going to temp-trade anyway, you may as well do it for all of them).
That puts you at 19/20 for the Achievement so far. So now it’s all about just getting 1 more.
There are 3 others that are tradeable but they are rare/expensive, so you may have trouble finding someone willing to help there (Spectral Tiger Cub, Nightsaber Cub and Guardian Cub). The first 2 of these may also be available on the AH but they’ll be very expensive.
There are 2 pets for sale on the Blizzard store (Cinder Kitten and Brightpaw), but that costs money.
And then there’s 1 pet from the Celestial Tournament. This is totally free but it will take several weeks and require you to level/buy a dozen or more specific pets to be able to complete that challenge (Xu-Fu, Cub of Xuen). If you go this route, then look up an up-to-date guide ahead of time regarding which pets to buy, level or borrow.
