Considering there’s a cap…
It’s a design choice, items that involve player power aren’t transferrable otherwise whats the point of a cap?
Would be another service that boosters would be charging people gold for to farm crests to transfer to their alts.
Cause they don’t want you to funnel your alts crests into your main so you can uptrade them for better crests and bypass doing content for better crests
is my guess, atleast.
Because they want you to spend more time in their game leading to more subs.
Ironically, the way they are doing this is achieveing the polar opposite.
It can to be monodirectional. You can to send to the character of lower m+ score/ilvl, but not vice versa.

Crests should absolutely NOT be transferable. They represent your level of skill with a class. They should however require less grinding to acquire. You should have to prove that you can beat content of a certain difficulty, but repeatedly grinding it is just unnecessary.
