Was a thread about it recently, believe it’s a bug or a temporary effect? Don’t recall any official word about it off Blizz themselves.

Unannounced change to Token in Europe? - FIXED

So this morning Retail EU players found they’re now restricted to using Tokens ONLY to buy game time, and can no longer use it to add to Battle Net balance. This is on accounts that have paid for a sub in the last 6 months with RL money. The support pages don’t (yet) reflect the change.
