Blizzard please, let us use cross-spec legion artifact appearances, there’s literally no reason not to allow this (It’s purely cosmetic) and it would let our characters look so much better.
For example, look at this holy priest appearance. It would look so good on my shadow priest and yet i can’t use it because it’s bound to holy spec which makes no sense for holy.

Personally I’d love to use holy Paladin Artifact on Retribution. Silver Hand the Warhammer that is, it looks really cool.
