Do people believe some characters are more unlucky than others?
For example, yesterday I did a HC Raid and I saw this guy get 4 drops, always consistently rolling high on everything.
Then you see some characters and they never win anything and their vaults are basically extra gem sockets.
Do you think the algorithm pre chooses how lucky your character is when you roll it?
Or is am I crazy?

It’s hard (at least for most humans) to keep in mind the amount of data to get an accurate overview of statistical odds and their outcomes over time. Coupled with the fact that you can definitely run into streaks of bad luck, I can see where you’re coming from.
Though to answer your question:
This is absolutely not the case, and your luck will always even out in the end, given sufficient time.

I have no cursed characters, I get so lucky with drops across all of mine and end up doing very few runs to get even rare mounts that others do thousands of runs over multiple years on.
For instance I got the HH mount on my first year trying for it on my 37th attempt but a friend of mine has been farming for over 10 years and it just won’t won’t drop for him. I also got Ashes of Alar in less than 20 runs.
Rng is just rng 
If I’m not cursed, then why don’t I have the evoker legendary despite killing it every week?
Because someone else statistically “stole” your luck and got it first try.

Nope characters are not cursed, in fact there is a reliable way to farm items.
You just have to be the lowest DPS/HPS in the group or simply go AFK or offline and the game will reward you with loot.
This is specially effective in m+, it happens every single time, but also works in raids.

I logged on my DK. Got 9 drops in a row. Logged on my hunter im litterslly using crafted armour. I quite litterally dont grt upgrades.

Indeed. People also tend to forget that just because a chance for bad luck is very low, doesn’t mean automatically that you will never have someone run into that tiny chance.
Assuming you are a dev… Could you please take a look at the loot generation from raids. 3+ drops of the same item almost makes it seem like the same same seed is erroneous used for multiple rolls.
From personal experience I’d say some characters do seem more cursed than others. I had one priest who just never had any luck. Even to the point where friends and guildies would point it out, flabbergasted. I made another priest (I like priests…) and her luck was significantly better. Made me scratch my head.
I once joined a transmog group to tomb of sargeras with my monk. My goal wasn’t the entire gear set but only those that make most out of the transmog.
That run i got almost the entire set and the mount. It was less than 5 tries for the monk.
Never been that lucky since.
If only there could be something like dinars to fight the bad luck eh?
Time is what humans got too little of. Sure it can average out over a spam of a thousand years, sadly, only 10% of that time, if even that matters to us poor mortals.
I am certain that my warrior is cursed. Because I too often see the same belt in my vault, that belt and rings… I close my eyes, they still there… waiting… in my vault. Forever there. Even picking them does not make those go away…

in dont trust rng in a game. look at fifa or slot games.
it’s become somewhat of a meme in my friend group that i’ll always roll under 20 unless i’m rolling on loot to trade to one of them, then it’s 95+. think all of my current gear has been traded to me as scraps they don’t need or i’ve crafted myself.
RNG…I started gearing my character (M+) at the beginning of Season 2 and a total of two loots fell out of 15 dungeons.
