I am level 11 and started training cooking but the blue cooking dailies are not available, is there a min cooking or player level before the blue daily opens for me.
Wowhead usually has such details on quests, showing Level Required or any other pre-reqs.
I wonder if these daily quests are another victim of the borked scaling and they require max level of their specific expansion so the Northrend one need level 35. I’m just guessing though.
Just logged back in after a few minutes and the blue cooking daily is available, must have been a blip or something before.

Most likely what happens in these cases is that if you hit the requirements for something the game still registering you not having it until you relog (or some time passes and it clicks).
That is why lot of times sfirst two support advices are relog and restarting the pc. Becausae it unironically can work.
The third advice, reinstalling the OS however…
