Daily lockout Account-Wide or not? Fallen Charger

A lot of info and discussion about the x3 increased drop rate, but nowhere can I seem to find info about the daily lockout…
So I am wondering, if I kill the Fallen Charger on my Druid will I be locked out on only my Druid or also on all other characters?

Also is there somewhere I can check if I am locked out or not? I found on the internet I could press ‘O’ and look at ‘Raid info’ but there is nothing showing there, after killing it ofc.
Very confusing and definitely could use some better explaining imo.
