Make rewards for every single expansion same when people hit max lvl. To let them choose wich content they want play. Play only on one map for year before new expansion will came up its pretty boring. But if we will have option to scale with content we play and get same gold rewards and items with ilvl on us it will be nice and fun not only because reputation gain but to see more players in world on old maps.
Will make the new zones seem empty.

Or it will make people actually play between seasons. Because now its about push storyline and rio,raids and went off for quater of year before next big path.
If there are ten players in the new zone who can now choose between every other zone to get rewards from, how many do you think is going to be in every zone?

Im not saying u will not be able to one shot old content. You will have option similar to Chromie but after reach max. lvl to choose wich zone u want to do for daily and weekly quests etc. It will add option to people who play all time to do daily quests somewhere else too with posibility of getting good reward instead old item with old ilvl.
People will not leave new maps because they will want to do that first of course.
