If you add the fact you can play as one on the Alliance, it looks like these DF were indeed free to do so.
I never said it was portrayed in a good way; in fact, I think this is what we have to expect from now on - in terms of Blizz’s writing, the story will often be kinda bad, but it doesn’t mean the lore they give us is made invalid.
And unlike DKs, the Dark Rangers are added as an afterthought, whereas DKs were the main feature of an expansion.
Perhaps they have been welcomed regardless of Tyrande.
There is indication that the darkfallen have been allowed though.
Again, that’s not my argument. My argument is that Blizzard’s telling a story in which the quest leads to the customization, hence what they’re doing here is [a bad form of] storytelling. But it is, nevertheless, canon storytelling.

People wanted High elves, Cause Blizzard kept constantly showcasing High elves in lore and the Alliance.
People wanted Dark rangers for almost the same reason. They where showcased in the lore and the game as always a thing too.
But blizzard is so out of touch with us, They thought. ‘‘Heck it all… Every elf ever can be dark rangers now, Saves us the hassle’’ And the lore has to adjust to this decision.
I doubt any Alliance night elf rp’ers expected to still be Alliance night elf characters, After the battle for Darkshore, And Delaryn ends up in Lordaeron with the other Dark rangers to find their way from Calia.
I doubt any horde or Alliance Dark ranger fans who always wanted to make a Dark ranger had the Alliance anywhere near their inspiration or fantasy behind being a Dark ranger.
But i guess Blizzard was afraid they would make the wrong decision either how, And this was easier than giving the Horde a Forsaken night elf model.

So why wouldn’t Nightborne be able to become Darkfallen.

All undead Elves are Darkfallen. They don’t have to be aligned with the Scourge for that. Its literally an name for all Undead Elves

I do rp as darkfallen, I even have a guild, named Red Night, but the reason I created it just for the sake of using a tabbard for trasnmog in the first place, and rping with couple of friends.

That would be the San’layn - vampiric undead blood elves. That’s what Darkfallen used to be before Sylvanas’ book was released this year. Now ‘Darkfallen’ is a generic term referring to any kind of undead elf.
