It should be up as a global buff while darkmoon is active. It is extremely annoying to go back to darkmoon island every hour to get the buff again. I refuse to spend darkmoon token on the darkmoon top hat that gives the buff for 1 hour and consumed on use.
Or at least extend the buff duration to 4-6 hours and presist through death.
They should add a toy for this.
Give it a quest line to earn maybe, or just Exalted rep and 500 prize tickets or something.

Doesn’t have to be given away for free.
They could make it a reward for doing some achievement.
Or sell it at Exalted rep with Darkmoon for 500 prizes (or 1000). So a rep grind and earning all those tickets.
It’s not like traveling to the Faire grounds is engaging gameplay.
It just takes a little time (probably more time than you save by having the buff). Don’t think I’ve ever found the buff particularly useful, not rewarding enough to go get it. I used the buff when in the Faire itself as I was already there. But I wouldn’t travel there just for the buff, not worth it.
Unpopular opinion: Darkmoon Faire buffs should only work in Legacy Content and not in current, in order to prevent such cases of trying to gather as many quests as possible to hand them in only with the buff
The time and effort involved in such an endeavour would barely be covered by the 10% buff.
The logistics of finding quests that could be saved up like this wouldn’t be worth it.
If this was a 100% buff then sure, you’d benefit considerably. But 10% it not that much.
