Hi. I’m a returning player and I’d like to unlock the Darkshore Warfront purely for the purpose of unlocking the “Night Warrior eyes” cosmetic for my night elf. I know you’re supposed to get the quest from this owl and I know you need to unlock the War Table or whatever it’s called. So I did a bunch of quests in BfA main story line up to the point of rekindling the Forge of Origination. I picked up the Heart of Azeroth as well but the War Campaign still isn’t unlocked and I’m wondering whether I forgot or missed something.

That you found you needed the Heart is good, but not enough.
I haven’t walked through your quest progress to lay out the way for sure, but the other main unlock for BfA end-game zones is World Quests. Both Darkshore and Arathi were WQ zones in BfA, and you needed to unlock WQ to get the portals to go to that phase.
It may be possible now to go to Darkshore and speak to Zidormi on the road south from Lor’danel to get to the BfA Darkshore phase - I don’t know - but the way to do it for sure is to open World Quests.
To open BfA WQ, you need to get Friendly rep with the three zones. You do this by taking one of the starting quests from the Scouting Map in the Harbourmaster’s Office. Follow that quest chain until Friendly. Then go back and take another starting quest. Rinse and repeat. When you have done that for all three zones, someone on the Ship will give you the quest Unifying Kul Tiras and the Flight Master’s Whistle, and WQ are now open.
BTW, Drustvar is an exception for rep. You get none at all until you and Louise unearth the book of The Order of Embers. Then you go straight to Honored.

WoW has come to need more unlocks than a whole string of heist movies. There may be something else. But fer shoor you will need the WQ unlocks.
