Yes but there would be workarounds the lobby could freeze 
if someone have a real DC and wait 2 min and the guy that have a real DC can try too logg in again
(Too not abuse it you can only have one freeze a. Month)
Also mosten the lobby would be way better off if someone DC himself that it get played full out, if you have a guy loosing all3 first rounds and you are with him, he often would lost against you and you will end in a 3-3, if he leave you are on the scoreboard with 3 lost rounds and will loose maybe raiting but sure MMr
